Vote to pass a bill that establishes a zero-emission certificate program for nuclear power plants.

Highlights:

• Requires nuclear power plants seeking to participate in the zero-emissions certificate (ZEC) program meet the following requirements, including, but not limited to (Sec. 3):

• Is licensed to operate by the United States Nuclear Regulatory Commission;

• Demonstrates that it makes significant contributions to the state air quality; and

• Provides financial information demonstrating that the plant will cease operations.

• Defines “Zero-Emission Certificate” as a certificate issued by the board that represents the fuel diversity, air quality, and other environmental attributes of 1 megawatt-hour of electricity generated by an eligible nuclear power plant (Sec. 6).
