Title: Increases Taxes to Provide More Funding for Education
A vote to pass a bill that increases the gross production tax (GPT) on oil and gas to provide more funding for education.
Increases the gross production tax (GPT) on oil and gas in Oklahoma from 2% to 5% (Sec. 7).
Requires revenue from the increased GPT to be distributed as follows, capping the total amount at $150 million (Sec. 8):
23.75% for the Common Education Technology Revolving Fund;
23.75% for the Higher Education Capital Revolving Fund;
23.75% for the Oklahoma Student Aid Revolving Fund; and
10% for school districts that levy the new cigarette tax and maintain 12 years of instruction.
Establishes an additional tax of $1.00 for a pack of 20 cigarettes and a 10% tax on chewing tobacco, smokeless tobacco, and snuff (Secs. 2 & 4).
Specifies that revenue collected from taxes on tobacco products on or after July 1, 2019 will go to the newly created State Health Care Enhancement Fund (Sec. 2).
Establishes an additional 3-cent per gallon tax on gasoline and 6-cent per gallon tax on diesel fuel (Sec. 6).
Specifies that revenue collected from the new fuel taxes on or after July 1, 2019 will go into the Rebuilding Oklahoma Access and Driver Safety Fund (Sec. 6).
Establishes a $5 occupancy tax for each day a hotel room is rented, unless it is an extended-stay rental (Sec. 12).
Specifies that all revenue from the hotel occupancy tax will go to the General Revenue Fund (Sec. 5).
