• Appropriates $74 million to the major medical insurance fund for state emergency costs (Sec. 1).

• Appropriates $33 million to the severance tax perpetual base fund for state retirement costs (Sec. 1).

• Appropriates $33 million to the Colorado water conservation board construction fund for costs related to water management (Sec. 1).
