Title: Increases Penalties for Unauthorized Use of TANF or SNAP Benefits

Vote to pass a bill that increases penalties for the unauthorized use of Temporary Assistance for Needy Families (TANF) or Supplemental Nutrition Assistance Program (SNAP) benefits.

Highlights:

 

  • Specifies that any recipient of Supplemental Nutrition Assistance Program (SNAP) or Temporary Assistance for Needy Families (TANF) benefits who uses benefits at a prohibited establishment or to make a prohibited purchase shall lose such benefits as follows (Sec. A):

    • For a first offense, disqualification for 3 months;

    • For a second offense, disqualification for 6 months; and

    • For a third or subsequent offense, disqualification for 5 years.

  • Authorizes individuals who have been disqualified to resume participation in the program after the period of disqualification ends if the individual reapplies (Sec. A).

  • Defines “prohibited establishment” as businesses including, but not limited to, the following (Sec. A):

    • Liquor stores;

    • Casinos; and

    • Gentlemen’s clubs.

  • Defines “prohibited purchase” as items including, but not limited to, the following (Sec. A):

    • Alcohol;

    • Lottery tickets; and

    • Pornography.
