Title: Consolidated Appropriations Act, 2018

Vote to pass a bill that provides $1.3 trillion in funding for various government agencies through September 2018.

Highlights:

  • Appropriates a total of $700 billion for costs related to military operations and expenses for fiscal year 2018 that will be divided among the following provisions, including, but not limited to (Division C, Title I-II):
    • $103.7 billion for the Army;

    • $79.3 billion for the Navy;

    • $20.8 billion for the Marine Corps;

    • $83.6 billion for the Air Force; and

    • $34.1 billion for defense-wide operation and maintenance.

  • Appropriates $1.6 billion to US Customs for the purpose of procurement, construction and improvements to border security measures (Title II, Sec. 230).

  • Requires any federally funded health plan that covers prescription drugs to include contraception coverage as well as a “conscience clause,” which would exempt healthcare providers from providing coverage for religious beliefs (Title VIII, Sec. 808).

  • Appropriates $330 million for comprehensive opioid abuse reduction activities, including, but not limited to (Division C, Title II):

    • $60 million for drug and mental health courts;

    • $30 million in state prison grants for substance abuse treatment; and

    • $20 million for veterans treatment court programs.

  • Requires the Secretary of Defense to submit 2 reports per year to the congressional defense committee that details the submission records from the previous 6 months to databases accessible to the National Instant Criminal Background Check System (Title VIII, Sec. 8106).

  • Appropriates $1.2 billion to the Farm Service Agency and another $1.2 billion to the Agricultural Research Service for necessary expenses such as the acquisition of private lands by donation, exchange, or purchase that does not exceed 25 percent of the total market value of land (Division A, Title I-II).
