Title: Uniting and Securing America Act (Coons-McCain Amendment)

Vote on a motion to invoke cloture on an amendment to H.R. 2579 that authorizes permanent residence on a conditional basis for certain undocumented immigrants in exchange for stricter border security measures.

Highlights:

 

  • Authorizes permanent resident status on a conditional basis for certain undocumented immigrants who entered the United States as children (Sec. 12).

  • Specifies the following conditions for which an undocumented individual can obtain permanent residence (Sec. 12):

    • The individual was younger than 18 when they entered the country;

    • Has not been convicted of a domestic violence offense; and

    • Has not been convicted of an offense, or any combination thereof, for which the total sentence was imprisonment for more than 1 year.

  • Authorizes a restoration of the state option to determine residency for purposes of higher education (Sec. 18).

  • Requires at least 95,000 air and marine flight hours to be executed annually by the U.S. Customs and Border Protection, an increase from previous requirements (Sec. 25).

  • Appropriates $110 million for each of the fiscal years 2018 through 2022 for grants to enhance border security in all states with international or maritime borders (Sec. 27).

  • Requires Homeland Security to have a written strategy completed within 1 year that outlines the construction of a border wall between the U.S. and Mexico (Sec. 23).

  • Requires the strategy to contain information about the projected per-mile cost, how it will be constructed, and any existing natural or man-made barriers (Sec. 23).

  • Requires the Department of Homeland Security to deploy additional border surveillance and detection systems by January 20, 2021, including the following (Sec. 22):

    • Radar surveillance technologies;

    • 3-dimensional, seismic acoustic detection;

    • Unmanned camera devices;

    • Manned aerial vehicles; and

    • Border tunnelling.

NOTE: INVOKING CLOTURE REQUIRES A 3/5 MAJORITY OF THE SENATE. IT IS NOT A VOTE ON THE PASSAGE OF THE PIECE OF LEGISLATION, BUT LIMITS FURTHER DEBATE TO 30 HOURS. CLOTURE IS TYPICALLY USED TO END A FILIBUSTER. A FAILED CLOTURE VOTE OFTEN PREVENTS THE LEGISLATION FROM EVER COMING TO A VOTE.
