Title: Amends Appropriations for Fiscal Year 2018
Vote to concur with House amendments and pass a bill that amends appropriations from the state's general fund for fiscal year 2018.
Specifies that appropriations, transfers of funds, and other changes in this bill are for the period beginning when this bill is enacted and ending on June 30, 2018 (Sec. 1).
Specifies that the following departments and agencies are subject to reductions in expenditures from the state’s general fund in the following amounts (Sec. 1):
Board of Regents: $10,933,070;
Department of Human Services (DHS): $4,316,042;
Department of Corrections: $3,405,688;
Community Colleges: $500,000;
Judicial Branch: $1,611,815; and
Department of Education: $1,611,815.
Requires a $10 million reduction in funding for the Iowa Skilled Worker and Job Creation Fund, the amount of which will be transferred to the state’s general fund (Sec. 3).
Appropriates $13 million from the Iowa Economic Emergency Fund (Sec. 11).
Requires government-owned hospitals in Iowa that meet specified criteria to fund the non-federal share for both the Disproportionate Share Hospital Program and the Graduate Medical Education Program, effective March 1, 2018 (Sec. 5).

Requires a $10 million reduction in funding for the High Quality Jobs Program, the amount of which will be transferred to the state’s general fund (Sec. 3).
Authorizes a supplemental appropriation of $451,871 to the Department of Administrative Services (DAS) for increased utility costs on the Capitol Complex and at the Ankeny Lab Facility (Sec. 11).
Requires government-owned hospitals in Iowa that meet specified criteria to fund the non-federal share for both the Disproportionate Share Hospital (DSH) Program and the Graduate Medical Education (GME) Program, effective March 1, 2018 (Sec. 8).
Requires DHS to request federal approval for a supplemental reimbursement for ground emergency medical transportation provided to Medicaid beneficiaries (Sec. 4).
Increases the Pharmaceutical Settlement Account (PSA) appropriation to DHS for medical contracts by $64,257 (Sec. 12).
Requires a $1 million reduction in funding for expenses of the general assembly and legislative agencies (Sec. 7).
