Vote to pass a bill that amends the state water quality program, including additional appropriations, effective July 1, 2018.

Highlights:

• Establishes the Water Quality Infrastructure Fund within the Department of Agriculture and Land Stewardship (Sec. 3).

• Appropriates funds to the Water Quality Infrastructure Fund (Sec. 1).

• Establishes a tax on the sale of water utility services for the purpose of funding the Water Quality Infrastructure Fund (Secs. 1, 13, & 15).

• Amends the Wastewater Treatment Financial Assistance Program to be the Wastewater and Drinking Water Treatment Assistance Program (Sec. 4).

• Requires that the program give priority to disadvantaged communities for the installation or upgrade of water treatment facilities (Sec. 4).

• Requires that the program give priority to give priority to communities that participate in the Iowa Nutrient Reduction Strategy (Sec. 4).

• Requires an annual itemized report of expenditures to the governor (Sec. 4).

• Establishes the Water Quality Financial Assistance Fund (Sec. 5).

• Establishes the Water Quality Financing Program (Sec. 7).
