Vote Smart's Synopsis:

A vote to pass a bill that authorizes a continuation of government funding and redistribution of Children's Health Insurance Program (CHIP) funding.

Highlights:

• Authorizes a continuation of government funding until December 22, 2017 rather than the previous expiration date of December 8, 2017 (Sec. 101).

• Authorizes the Centers for Medicare & Medicaid Services (CMS) to redistribute unused CHIP allotments during the first quarter of the fiscal year 2018 to state child health plans experiencing emergency shortfalls (Sec. 201).

• Requires CMS to redistribute unused CHIP funding first to “emergency shortfall states” before any other states (Sec. 201).

• Defines an “emergency shortfall state” as any state in which CMS estimates CHIP expenditures, with respect to the time period of October 1st to December 31st, will exceed a state’s remaining CHIP funding (Sec. 201).

• Specifies that states that meet the above criteria are considered  “emergency shortfall states” even if they have already received redistribution funds for the CHIP program (Sec. 201).

• Specifies that if the amounts available for redistribution are less than the total amounts of the estimated shortfalls determined for the year, the amount to be redistributed for each shortfall must be reduced proportionally (Sec. 201).
