A vote to pass a bill that authorizes a qualified individual to carry a concealed firearm across state borders, effective 90 days after this bill is enacted.

Highlights:

• Authorizes an individual who holds a concealed-carry permit or license issued by one state to carry a concealed firearm in any state, provided that such state authorizes the concealed-carry of a firearm (Sec. 101).

• Specifies that this bill overrides federal law concerning the concealed-carry of a firearm into a school zone or onto federally owned property that is open to the public, but it does not supersede state or local laws regarding such (Secs. 101 & 103).

• Specifies that federal judges, off-duty police officers, and qualified retired officers are not subject to federal gun restrictions in school zones (Secs. 103 & 104).

• Requires federal agencies to annually report their compliance with the National Instant Criminal Background Check System (NICS) (Sec 202).

• Requires the Attorney General to report to congress within 180 days the number of instances bump stocks are used in a crime, whether existing firearms penalties apply to the use of bump stocks, and the type of firearms with which bump stocks can be used (Sec. 206).

• Requires the Attorney General to notify NICS and law enforcement when a prohibited individual received a firearm in error (Sec. 205).

• Establishes penalties for federal agencies that fail to verify compliance with the record submission requirements specified in this bill (Sec. 202).
