  • Requires the Center for Health Information and Analysis, the Health Policy Commission, and the Division of Insurance to provide an annual report comparing actual health care expenditures and expenditures estimated under the benchmark for the years 2016, 2017, and 2018 (Sec. 145A).

  • Requires the Health Policy Commission, should such a report indicate a lower cost for a single payer system for any year studied, to develop and submit a single payer health care implementation plan within one year (Sec. 145A).
