Title: Community Health and Medical Professionals Improve Our Nation Act of 2017 (CHAMPION Act)
Vote to pass a bill that amends various health care provisions, including a 5 year reauthorization of the Children's Health Insurance Program.
Reauthorizes and appropriates funds for CHIP through fiscal year 2022 (Sec. 301).
Requires certain Medicaid cuts to be delayed until 2019 (Sec. 305).
Requires a gradual phase out of the 23 percentage point increase in the federal CHIP matching rate that was established by the Affordable Care Act (Sec. 304).
Reduces the grace period during which Qualified Health Plan enrollees may remain enrolled without paying premiums from 3 months to 1 month (Sec. 201).
Appropriates $100 million for the period of 2018 to 2022 for social security outreach and enrollment programs (Sec. 303).
Amends third-party liability rules by specifying the following changes (Secs. 401-403):
Limits Medicaid payments to lottery winners; and
Increases Medicare cost sharing of premiums for beneficiaries with incomes above $500,000.
Increases funding for Medicaid growth in Puerto Rico and the Virgin Islands (Sec. 306).
Authorizes allotments to states or other entities, in the form of competitive grants, for the purpose of sexual risk avoidance education (Sec. 104).
Defines “sexual risk avoidance” as voluntarily refraining from sexual activity (Sec. 104).
Requires programs receiving such grants to address certain topics, including but not limited to (Sec. 104):
The advantages of refraining from nonmarital sex for future physical and mental health;
The increased likelihood of avoiding poverty when youths refrain from sex; and
How to resist sexual coercion and dating violence.
