Vote to pass a bill that authorizes a parole hearing for offenders whose crime was committed at or below the age of 25.

Highlights:

• Specifies that an individual convicted of an offense that was committed before the age of 18 and for which the sentence is life without the possibility of parole is eligible for parole during his or her 25th year of incarceration (Sec. 1).

• Specifies that an individual convicted of an offense that was committed when the individual was 25 years of age or younger and for which the sentence is a determinate sentence is eligible for parole during his or her 15th year of incarceration (Sec. 1).

• Specifies that an individual convicted of an offense that was committed when the individual was 25 years of age or younger and for which the sentence is a term of 25 years to life is eligible for parole on his or her 25th year of incarceration (Sec. 1).

• Specifies that an individual convicted of an offense that was committed when the individual was 25 years of age or younger and for which the sentence is a term of less than 25 years to life is eligible for parole on his or her 20th year of incarceration (Sec. 1).

• Requires the Board of Parole Hearings to conduct a hearing to consider an offender’s parole and to take into consideration the diminished culpability of youth as compared to that of adults (Sec. 1).

• Requires psychological evaluations and risk assessment instruments used by the board  to consider parole for an offender to be administered by a licensed psychologist (Sec. 1).  

• Requires the board to give great weight to any evidence that, at the time of the commission of the crime, the offender had experienced intimate partner battering (Sec. 2).
