Title: Amends Environmental Protection Laws

  • Authorizes the issuance of a single license governing both a construction and demolition debris facility and a processing facility located on the same property (Sec. 1).

  • Prohibits establishing a processing facility or demolition site without a permit from the district’s board of health or the director of the state’s environmental protection agency (EPA) (Sec. 1).

  • Authorizes the state’s EPA director to appoint a receiver to take possession of a public water system serving fewer than 500 connections if its conditions present a threat to public health or welfare (Sec. 1).

  • Authorizes the Ohio EPA to evaluate and clean up abandoned landfills, gain site access, conduct investigations and take samples at these sites (Sec. 1).

  • Authorizes the state’s EPA director or an authorized representative to enter at reasonable times any private or public property to inspect and investigate conditions related to alleged noncompliance (Sec. 1).
