A vote to pass a bill that provides emergency disaster relief and a temporary extension for the debt ceiling.

Highlights:

• Appropriates $7.4 billion to the “Disaster Relief Fund” for major disasters specified under the Robert T. Stafford Disaster Relief and Emergency Assistance Act to remain available until expended (Div. B).

• Appropriates $7.4 billion for the “Community Development Fund” to remain available until expended for costs related to the following, including, but not limited to (Div. B):

• Disaster Relief;

• Long-Term recovery;

• Restoration of infrastructure and housing; and

• Economic revitalization in the most impacted and distressed areas.

• Extends the deadline for the federal debt limit by 3 months and specifies that all necessary payment obligations will be made by December 9, 2017 (Div. C, Sec. 101).

• Prohibits all appropriation funds made available to the Department of Defense from being used for any of the following, including, but not limited to (Div. D, Sec. 102):
