Highlights:
  • Appropriates $7.4 billion to the “Disaster Relief Fund” for major disasters specified under the Robert T. Stafford Disaster Relief and Emergency Assistance Act to remain available until expended (Div. B).
  • Appropriates $7.4 billion for the “Community Development Fund” to remain available until expended for costs related to the following, including, but not limited to (Div. B):

    • Disaster Relief;

    • Long-Term recovery;

    • Restoration of infrastructure and housing; and

    • Economic revitalization in the most impacted and distressed areas.

  • Extends the deadline for the federal debt limit by 3 months and specifies that all necessary payment obligations will be made by December 9, 2017 (Div. C, Sec. 101).

  • Prohibits all appropriation funds made available to the Department of Defense from being used for any of the following, including, but not limited to (Div. D, Sec. 102):

    • The new production of items not funded for production in current or previous fiscal years;

    • The increase in production rates above those sustained with previous funds; or

    • The initiation, resumption, or continuation of any operation or activity defined as a project, program, or element within a budget activity.
