Title: Amends Voter-Passed Marijuana Law

Vote to pass a bill that amends the state's voter-passed marijuana law.

Highlights:

  •  Establishes a marijuana sales excise tax of 10.75% and an optional municipal tax of no more than more than 3% (Secs. 13 & 27).
  • Authorizes a registered dispensary of medical use marijuana to convert from a non-profit corporation into a for-profit domestic business (Sec. 74).

  • Authorizes certain small-scale businesses and limited liabilities that are licensed to cultivate, manufacture, and package marijuana to deliver marijuana to marijuana establishments but not to consumers (Sec. 20).

  • Authorizes cities and towns in which a majority of residents voted to legalize marijuana in the 2016 election ballot to limit the number and types of marijuana establishments from operating in their area through a ballot referendum (Secs. 23-27).

  • Requires the Cannabis Control Commission to have regulations and protocols in place for the issuance of marijuana licenses by March 15, 2018 (Sec. 57).

  • Requires the Cannabis Control Commission to begin receiving applications for marijuana licenses on April 1, 2018 (Sec. 57).

  • Requires the Cannabis Control Commission to wait until June 1, 2018 to begin issuing marijuana dispensary licenses (Sec. 58).
