Vote to pass a bill authorizing appropriations for intelligence and other related activities for fiscal year 2018.

Highlights:

• Prohibits the President from publicly disclosing a classified schedule of authorizations unless (Title I, Sec. 102):

• Necessary for budget implementation; or

• Otherwise required by law.

• Requires the Director of National Intelligence to submit a report to congress containing an analytical assessment of the most significant Russian influence campaigns, including (Title V, Sec. 501):

• A summary of the specific means of Russian campaign influence;

• A summary of any defenses or responses to such Russian influence campaigns;

• A summary of any relevant activities undertaken by the intelligence community assisting the government of a foreign state in defending against such Russian campaign influence; and

• An assessment of the effectiveness of such defenses and responses described above.

• Defines “Russian influence campaign” as any effort, covert or overt, attributable to the Russian Federation directed at an election, referendum, or similar process in a country (Title V, Sect. 501).

• Requires intelligence community authorities to submit to the congressional intelligence committees written notification no later than 7 days after becoming aware that an individual in the executive branch has disclosed covered classified information to an official of an adversary foreign government using methods other than established intelligence channels (Title VI, Sec. 609).

• Defines “covered classified information” as information that was collected by an element of the intelligence community or provided by the intelligence service or military of a foreign government to an element of the intelligence community (Title VI, Sec. 609).

• Defines “adversary foreign government” as the governments of any of the following foreign countries (Title VI, Sec. 609):

• North Korea;

• Iran;

• China;

• Russia; and

• Cuba.

• Defines “established intelligence channels” as methods to exchange intelligence information to coordinate foreign intelligence relationships (Title VI, Sec. 609).

• Requires that the Director of National Intelligence, along with the Secretary of Homeland Security for Intelligence and Analysis and the Director of the Federal bureau of Investigation to make publicly available online an advisory report on foreign counterintelligence and cyber security threats to election campaigns for federal offices that includes (Title V, Sec. 502):

• A description of foreign counterintelligence and cyber security threats to federal elections;

• A summary of the best practices that federal elections can employ in seeking to counter such threats; and

• An identification of any publically available resources, including US government resources, for countering such threats.

• Appropriates $526.9 million for the intelligence community management account of the Director of National Intelligence for fiscal 2018 (Title I, Sec. 104).

• Appropriates $514 million for the Central Intelligence Agency Retirement and Disability Fund for fiscal year 2018 (Title II, Sec. 201).

• Defines “threat finance” as the financing operations, global influence campaigns, intelligence service activities, proliferation, terrorism, or transnational crime and drug organizations (Title V, Sec. 503).

• Prohibits the Director of the Defense Intelligence Agency from expending any funds appropriated for the National Intelligence University starting October 1, 2020 (Title IV,Sec. 412).

• Specifies that no later than October 1, 2018 the Director of National Intelligence and the Secretary of Defense shall jointly submit to the congressional intelligence committees and the congressional defense committees a report on (Title IV, Sec. 412).

• The current and projected missions and functions of the National Center for Credibility Assessment;

• The effectiveness of the current organizational assignment of the Center to the Director of the Defense Intelligence Agency;

• The effectiveness of the current oversight structure between the Center, the Defense Intelligence Agency, and the Director of National Intelligence; and

• The resources and authorities necessary to most effectively execute the missions and functions of the Center.
