  • Appropriates $33.93 billion for medical and health care programs of the Department of Defense (Title VI).

  • Prohibits funds appropriated by this act for defense media activities from being used for any national or international political or psychological activities (Title VIII, Sec. 8020).

  • Authorizes contributions from the Government of Kuwait to be credited to the Department of Defense for compensation of local national employees, military construction projects, and supplies and services of the DoD, provided that these funds not exceed $350 million (Title VIII, Sec. 8021).

  • Prohibits any funds or budget cuts from being directed towards the closing of Guantanamo Bay, Cuba or the release or transfer of prisoners held there (Title VIII, Sec. 8116).

  • Extends the Israeli Cooperative Program, specifying that a collective $1 billion be appropriated for various program functions (Title VIII, Sec. 8067).

  • Prohibits funds in this act from being used to purchase any “supercomputer” which is not manufactured in the United States, unless deemed necessary by the Secretary of Defense (Title VIII, Sec. 8048).

  • Appropriates a total of $4.3 billion to be divided between each branch of the U.S. military for the purpose of overseas contingency operations and the global war on terrorism (Title IX).

  • Appropriates $2 billion to the national defense restoration fund for the construction, operation, and maintenance of programs and projects necessary to implement national defense strategies (Title IX).

  • Appropriates $4.94 billion to the Afghanistan Security Forces Fund, and $1.77 billion to the Counter-ISIL Train and Equip Fund (Title IX).

  • Appropriates additional funds to the Department of Defense for military procurement, research, intelligence information systems, general operation and maintenance, and other functions, and specifies the requirements and limitations for their usages (Title VIII & IX).
