Title: Obamacare Repeal Reconciliation Act of 2017

Vote to pass an amendment that replaces the American Health Care Act with the "Obamacare Repeal Reconciliation Act of 2017," commonly known as the "repeal-only" option.

Highlights:

  • Repeals existing sections of the Patient Protection and Affordable Care Act, effective January 1, 2020 (Title I, Sec. 102).

  • Prohibits federal funding for states that do not follow guidelines defined in the qualitative health plan and direct spending for a prohibited entity or managed care organization under contract with the state (Title I, Sec. 103 & 106).

  • Defines “qualitative health plan” as any provider plan that withholds coverage for abortions, unless (Title I, Sec. 103):

    • Pregnancy is the result of rape or incest; or

    • Abortion is necessary to save the mother’s life.

  • Defines “prohibited entity” as affiliates, subsidiaries, successors, and clinics that are essential community provider which are primarily engaged in family planning services, reproductive health, and related medical care that provide abortions unless (Title I, Sec. 106):

    • Pregnancy is the result of an act of rape or incest; or

    • Pregnancy results in a physical injury or illness that, as certified by a licensed physician, would place the woman in danger of death.

  • Authorizes state funds for health related activities be appropriated towards the following, including, but not limited to (Title II, Sec. 202):

    • Improvements for state prescription drug monitoring programs;

    • Implementation of prevention activities, and evaluations of such activities to identify effective strategies to prevent substance abuse;

    • Training for health care practitioners over the best practice for prescribing opioids; and

    • Access to health care services provided by federally certified opioid treatment.
