Title: Extends California's Cap-and-Trade Policies
Vote to pass a bill that extends California's cap-and-trade climate policy until 2030.
Specifies that taxable greenhouse emissions include methane, oil, and natural gas production emissions (Sec. 10).
Requires the State Air Resources Board to establish a price ceiling on fees for greenhouse gas emissions per metric ton (Sec. 4).
Specifies that funds from carbon emission fees will be spent on projects including, but not limited to, the following (Sec. 6):
Low and zero-carbon transportation alternatives;
Promoting sustainable agricultural practices;
Urban greening and preserving forest health; and
Clean energy research.
Prohibits air quality regulations from disproportionately impacting low-income communities (Sec. 4).
Prohibits actions taken by the State Air Resources Board from conflicting with federal air quality standards (Sec. 4).
Requires the state government to implement regulations to discourage speculation and avoid financial windfalls (Sec. 4).
Establishes the Compliance Offset Protocol Task Force to assist the Air Resources Board in implementing a cap-and-trade system (Sec. 7).
