Title: Promoting Cross Border Energy Infrastructure Act
Vote to pass a bill establishing a modern process for the authorization of pipeline construction.
Authorizes that a Presidential Permit is no longer required for the construction, connection, operation, or maintenance of an oil or natural gas pipeline, or electric transmission facility (Sec. 2).
Requires that an individual must obtain a certificate of crossing if that individual plans to construct, connect, operate, or maintain a border-crossing facility for the import or export of oil or natural gas across an international border (Sec. 2).
Requires that a certificate of crossing shall be issued no later than 120 days following the final action taken by the relevant official or agency unless (Sec. 2):
The official or agency finds the construction, connection, operation, or maintenance of the border-crossing facility is not in the public interest of the United States.
Specifies that no existing oil or natural gas pipeline, or operating electric transmission facility will be required to obtain a certificate of crossing (Sec. 2).
Defines “border-crossing facility” as the portion of an oil or natural gas pipeline or electric transmission facility that is located at an international boundary of the United States (Sec. 2).
