Title: Gaining Responsibility on Water Act

Vote to pass a bill that provides drought relief to the state of California, among other provisions.
Highlights:
- Specifies that water for fish and wildlife purposes flowing from the Sacramento and San Joaquin Rivers will be rerouted from the Pacific Ocean to the Central Valley for agricultural production (Title I, Sec. 101).

Requires the Secretary of Interior, through the Commissioner of Reclamation, to conduct environmental studies on groundwater aquifers, water storage, and mountain runoff in California and submit findings to the appropriate committees in both the House and Senate (Title II, Sec. 201).
