A vote to pass a bill that amends regulations of consumer access to medical marijuana.

Highlights:

• Authorizes the possession, cultivation, and supply of personal-use marijuana (Sec. 2).

• Establishes clearer procedures for the governance of marijuana and the rights of users and establishments (Sec. 2)

• Authorizes voters of a city or town to limit the number of marijuana establishments in the city or town through a specified ballot procedure (Sec. 11).

• Authorizes a qualified patient with a debilitating medical condition to obtain a written certification from a healthcare professional to purchase medical marijuana (Sec. 2).
