• Requires a developer to submit an application for approval in order to start a multifamily housing project (Sec. 3).

• Requires the state to maintain a minimum percentage of below market rate housing based on current housing needs and income levels (Sec. 3).

• Specifies that a project’s approval won’t expire for any development designed to provide 50% of its units at an affordable price to households making below 80% of the median income (Sec. 3).

• The status and progress of the plan;
