Title: Authorizes Use of Property Taxes to Fund Rail Project

Vote to amend and pass a bill that establishes regulations regarding the use of tax revenue to fund transportation-related projects.

Highlights:

 

  • Requires the mayor of Oahu to submit plans to the state government about funding the ongoing systemwide cost of the integrated rail and bus transportation systems (Sec. 1).

  • Requires that all county surcharges on state sales tax be paid into the state treasury quarterly (Sec. 2).

  • Requires county mayors to submit a plan to pay for the capital cost of completing the Honolulu Rail project to the legislature by January 1, 2018 (Sec. 3).

  • Requires the mayors to submit a yearly report until 2028 to update the legislature on the source of county funds being used to pay for capital costs or interests, status of the construction project, and estimates of further costs (Sec. 3).
