Vote to pass a bill that establishes a state budget for fiscal year 2017-2018 and fiscal year 2018-2019

Highlights:

• Appropriates $14.1 billion in operating funds for the 2018 fiscal year (Secs. 1-101)

• Appropriates a total of $2.9 billion for capital improvement projects over two fiscal years,

• Appropriates $63 million to the construction and site improvements for a new high school in Kihei and $77 million for a new East Kapolei Middle School (Sec. 30).

• Appropriates $93 million to operate all the postsecondary schools within the University of Hawaii system (Sec. 30).

• Appropriates $10 million to operate the University of Hawaii Community College System (Sec. 43).

• Establishes that $700,000 will be put toward installing an air conditioning system at Kahului elementary school (Sec. 30).

• Specifies that $70 million will be put toward the construction and expansion of the Lahaina bypass (Sec. 30).

• Appropriates $1.6 million for renovations and construction of new facilities at Kahuku Medical Center (Sec. 30).

• Appropriates $250,000 for legal services dedicated to assisting the homeless in obtaining personal identification documents (Sec. 30).

• Authorizes the governor, at their discretion, to use special transportation funds to finance public undertakings, improvements, or other projects enumerated in the budget if they require additional funds (Sec. 53).

• Authorizes the governor to supplement funds for existing projects by drawing funds from other cost elements of the same project (Sec. 56).

• Authorizes the governor to reduce the size and scope of a project if a reduction occurs in the particular population being served (Sec. 60).

• Appropriates $4.75 million to the director of transportation to fund either a computer room network upgrade, firewall upgrade, or fibre optic internet installation (Sec. 10).

• Appropriates $18 million for the next 2 fiscal years to operate the department of Hawaiian Homelands (Sec. 16).

• Authorizes the spending of no more than $500,000 for physical disaster cleanup (Sec. 19).

• Requires the transfer of $7.9 million from the trust fund held by Time Warner to the Department of Education to be spent on upgrading fibre optic internet connectivity and increasing bandwidth in Hawaiian schools (Sec. 20).
