Vote to pass a bill that establishes new regulations for statewide initiatives and referendum petitions, which include but are not limited to the use of paid circulators to obtain signatures.

Highlights:

• Specifies that any civil or criminal violation committed by a paid circulator involving fraud or forgery is deemed a violation by the person or organization that hired and paid the circulator to obtain the signatures or petitions on their behalf (Sec. 3).

• Establishes a penalty of no more than $1,000 for each instance of fraud or forgery to be paid by the individual or organization circulating the ballot initiative or referendum, even if the violation was committed by a paid circulator and not by the organization (Sec. 3).

• Requires any advertisement or fund-raising solicitation for a ballot measure to contain a statement saying that the measure, if approved, cannot be changed in the future except by a three-fourths vote of the legislature and if the change furthers the purpose of the original ballot measure (Sec. 1).
