Vote to amend and pass a bill that modifies procedures for providing domicile in order to vote.

Highlights:

 

  • Specifies that domicile for voting purposes may not be interrupted or lost by a temporary absence with the intention of return (Sec. 1).

  • Defines domicile as a question of both fact and a verifiable act carrying out that intent (Sec. 1).

  • Prohibits individuals from having more than one domicile for voting purposes (Sec. 1).

  • Specifies all individuals in New Hampshire who maintain voting domiciles elsewhere or who intends to return to an out-of-state voting domicile after any period of time may not claim voting domicile during their presence in New Hampshire (Sec. 1).

  • Requires individuals registering to vote 30 or fewer days before an election to provide the date the individual established domicile in New Hampshire and provide verifiable action that they have taken action to make the place claimed on the registration form their domicile (Sec. 1).

  • To establish domicile, individuals must have done at least 1 of the following (Sec. 1):

    • Rented or leased a place of residence for more than 30 days;

    • Obtained a New Hampshire motor vehicle registration;

    • Enrolled a dependent minor child in a publicly funded elementary or secondary school;

    • Submitted state or federal tax forms;

    • Obtained  a New Hampshire resident hunting or fishing license or;

    • Obtained utility services at the domicile address.

  • Authorizes individuals to vote on election day if they have no verifiable action to prove establishment of domicile if they initial that their domicile may be verified by the state (Sec. 1).

  • Establishes that providing false information in a written statement or other documentation makes an individual guilty of voter fraud (Sec. 1)
