A vote to pass a bill to authorizing presidential electors to cast ballots according to the national popular vote.

Highlights:

• Establishes the ability for states to join in an agreement to conduct the same procedures to count votes for the presidential election (Sec. 1).

• Establishes that states within the agreement will meet to confirm the popular vote total in those states to determine the winner of electoral college delegate votes at least 6 days before delegates cast their votes (Sec. 3).

• Specifies that in the event of a tie in the national popular vote, delegates are to cast their votes for the candidate that won the popular vote in the delegate’s state (Sec. 3).

• Specifies that the act takes effect when any combination of states comprising the majority of the country’s electoral college votes have joined the agreement (Sec. 4).
