  • Prohibits a state or the Administrator of the Environmental Protection Agency from requiring a permit for the discharge of pesticides from a single, identifiable source into navigable waters, except in the following cases (Secs. 2-3):

    • Discharge resulting from a pesticide application in violation of the Federal Insecticide, Fungicide, and Rodenticide Act;

    • Stormwater discharge;

    • Manufacturing, industrial, or treatment works waste; or

    • Discharge from the normal operation of a vessel.
