Vote to pass with amendment a bill that authorizes urban school districts to build facilities in rural areas outside their district if no suitable property can be found within the district.

Highlights:

• Authorizes schools and school facilities to be built in all zones, including but not limited to lands designated as residential, urban, and rural (Sec. 2):

• Prohibits cities, towns, and counties from requiring certain schools and school facilities, such as elementary schools, middle or junior high schools, high schools in urban areas, and new high schools or facilities co-located with schools in rural areas, to be sited in industrial zones or on resource lands (Sec. 2).

• Authorizes cities and public agencies to extend public facilities, such as water systems and sanitary sewer systems, to schools and school facilities sited in rural areas (Sec. 2).

• Requires a county siting a school in a rural area to determine that (Sec. 2):

• The comprehensive plan for the school siting includes policies authorizing the school or facility to be sited outside of an urban growth area; and

• The comprehensive plan and development regulations address concerns including but not limited to environmental and transportation concerns.
