Title: Consolidated Appropriations Act of 2017

Vote to concur with House amendments and pass a bill that appropriates nearly $1.2 trillion to various agencies, including but not limited to the Department of Defense, the Department of Homeland Security, the Department of Health and Human Services, the Department of Education, the Department of Labor, the Department of Energy, and the Environmental Protection Agency through the end of the fiscal year ending on September 30, 2017.

Highlights:

  • Appropriates $598.4 billion to the Department of Defense, for purposes including but not limited to (Division C, Titles I-X):

    • Military personnel;

    • Department operation and maintenance;

    • Weapons and vehicle procurement; and

    • Research, development, testing, and evaluation.

  • Appropriates $49.2 billion to the Department of Homeland Security, for purposes including but not limited to (Division F, Titles I-VI):

    • Security, enforcement, and investigations; and

    • Protection, preparedness, response, and recovery.

  • Specifies that approximately $1.5 billion of the funds appropriated under Division F are provided for border security, for purposes including but not limited to (Division F, Title IV):

    • Border security deployment;

    • Border fence and road repair and replacement;

    • Improvement of hiring processes for Border Patrol agents and military personnel; and

    • Acquisition and deployment of border security technology.

  • Appropriates $162.9 billion to the Departments of Labor, Health and Human Services, and Education, and related agencies (Division H, Titles I-V).

  • Appropriates $768 billion to the Department of Health and Human Services, for purposes including but not limited to (Division H, Title II):

    • Family planning projects;

    • HIV/AIDS research and treatment;

    • Cancer research and treatment;

    • Substance abuse programs; and

    • The Centers for Disease Control.

  • Appropriates $68 billion to the Department of Education, for purposes including but not limited to (Division H, Title III):

    • Special education;

    • School improvement;

    • Pell Grants; and

    • Education for impoverished students and students with disabilities.

  • Specifies that the maximum Pell Grant for which a student will be eligible during the 2017-2018 award year is $4,860 (Division H, Title III).

  • Appropriates $13.9 billion to the Department of Labor, for purposes including but not limited to (Division H, Title 1):

    • Special benefits for disabled coal miners;

    • Expenses of the Workforce Innovation and Opportunity Act;

    • Expenses of the Job Corps; and

    • The Unemployment Trust Fund.

  • Establishes the Health Benefits for Coal Miners Act of 2017, which extends the Temporary Assistance for Needy Families program (Division M, Title I).

  • Appropriates $32.6 billion to the Department of the Interior, the Environmental Protection Agency, and related agencies (Division G, Titles I-IV).

  • Appropriates $8.06 billion to the Environmental Protection Agency, for purposes including but not limited to (Division G, Title II):

    • Clean water,

    • Science and technology;

    • Hazardous waste disposal; and

    • Oil spill cleanup.

  • Appropriates $12.81 billion to the Department of the Interior, for agencies and services including but not limited to (Division G, Title I and Division D, Title II):

    • The Bureau of Land Management;

    • The United States Fish and Wildlife Service;

    • The National Park Service; and

    • Wildfire relief.

  • Appropriates $20.4 billion to the Department of Energy, for purposes including but not limited to (Division D, Title III):

    • Energy efficiency and renewable energy;

    • Nuclear energy;

    • Atomic energy weapons activities; and

    • Environmental defense.

  • Appropriates $56.7 billion for the Department of Commerce, the Department of Justice, scientific research, and related agencies (Division B, Titles I-V).

  • Appropriates $29.4 billion to the Department of Justice for agencies including but not limited to (Division B, Title II):

    • The Federal Bureau of Investigation;

    • The Drug Enforcement Administration;

    • The Federal Prison System; and

    • State and local law enforcement.

  • Appropriates $26.9 billion to scientific research agencies, including but not limited to (Division B, Title III):

    • The National Aeronautics and Space Administration; and

    • The National Science Foundation.

  • Appropriates $82.7 billion for military construction and the Department of Veterans Affairs (Division L, Titles I-III).

  • Appropriates $61.3 billion to the Department of Transportation, the Department of Housing and Urban Development, and related agencies (Division K, Titles I-IV).

  • Appropriates $57.3 billion to the Department of State, foreign operations, and related programs (Division J, Titles I-VIII).

  • Appropriates $21.5 to the Department of the Treasury, the Executive Office of the President, the Judiciary, the District of Columbia, and related agencies (Division E, Titles I-IV).

  • Appropriates $21 billion to agricultural, conservation, rural development, domestic food, and foreign assistance programs (Division A, Titles I-VII).
