Title: Expands Vehicle Valuation Methods

Vote to pass a bill that expands vehicle valuation methods and requires a motor vehicle excise tax, effective immediately.

Highlights:

  • Requires vehicle values to be calculated using formulas based on the Kelley Blue Book or National Automobile Dealers Association, whichever determines the lowest price (Sec. 3).

  • Requires a regional transit authority in a county with a population of more than 1.5 million to pay a vehicle excise tax impact assessment, which is deposited into the motor vehicle fund (Sec. 1).

  • Requires the rate of assessment to be $1 per motor vehicle excise tax payment occurring annually within the authority’s boundaries (Sec. 1).

  • Requires state revenue generated by county motor vehicle excise tax impact assessments to provide funds to mitigate the impact of vehicle loads on state roads and highways (Sec. 1).

  • Authorizes a regional transit authority to contract with the Department of Licensing for the collection of a motor vehicle excise tax if (Sec. 2):

    • The tax is based solely on the vehicle valuation method; and

    • The total tax is levied at a rate of no more than five-tenths of 1 percent on the value of the vehicle.

  • Requires the contracts to provide the Department of Licensing enough funds to fully cover costs applicable to the tax collection process, including (Sec. 2):

    • Customer service-related costs;

    • Information technology-related costs;

    • Public announcement and education costs;

    • Any liability or other related risk-assessment costs

  • Requires the contracts to specify that any unforeseen future administration costs will be the responsibility of the regional transit authority (Sec. 2).
