Title: Establishes Regulations for Transportation Network Companies
Vote to pass with amendment a bill establishing regulations for transportation network companies, effective April 28, 2018.
Defines a ‘transportation network company” (TNC) as any corporation, partnership, sole proprietorship, or other entity licensed in the state of Missouri to use a digital network to connect TNC riders to TNC drivers who provide prearranged rides (Sec. A).
Requires a TNC to apply for an annual license from the Department of Revenue to do business within Missouri and maintain the insurance coverage requirements provided, beginning April 28, 2018 (Sec. A).
Authorizes the Kansas City and the Saint Louis Regional Taxicab Commissions to audit a TNC no more than twice a year and charge the TNC for no more than $5,000 per year to cover the costs incurred (Sec. A).
Requires a TNC to display a picture of the driver and license plate number of the vehicle on the network tool, website or mobile application used to offer the service (Sec. A).
Prohibits a TNC from (Sec. A):
Using location data to exclude service to an area on the basis of the area's income, racial population, or ethnic composition;
Misleading riders or potential riders as to how many vehicles are available to provide rides; or
Canceling a ride request by a rider or prospective rider associated with a law enforcement entity.
