  • Authorizes the board to revoke a license of a physician who fails to submit the proper forms to the state department of health regarding a minor’s abortion or who performs an unauthorized abortion on a minor (Sec. 8).

  • Prohibits the consent of an abortion for an unemancipated pregnant minor under wardship or guardianship of the state, unless the abortion is necessary to avert death or substantial and irreversible impairment of a major bodily function (Sec. 10).
