Vote to pass a bill that requires minors seeking abortions to get parental consent or approval from a judge.

Highlights:

• Prohibits physician from performing an abortion on a minor without first obtaining written consent, proof of identification, and evidence of identity from one of the minor’s legal guardians, except in emergency situations where death or a serious bodily injury is likely with such a procedure (Sec. 4).

• Requires a legal guardian of a minor to be notified about the minor's intent to obtain an abortion before it is performed, unless the minor petitions for a waiver of parental consent or notification (Sec. 4).

• Authorizes juvenile court to waive requirement of parental notification if the court finds that obtaining an abortion without parental notification is in the best interests of the minor (Sec. 4)

• Requires a practitioner to report to the department of child services or a law enforcement agency that a minor is a victim of suspected child abuse or human trafficking (Sec. 7).

• Authorizes the board to revoke a license of a physician who fails to submit the proper forms to the state department of health regarding a minor’s abortion or who performs an unauthorized abortion on a minor (Sec. 8).

• Prohibits the consent of an abortion for an unemancipated pregnant minor under wardship or guardianship of the state, unless the abortion is necessary to avert death or substantial and irreversible impairment of a major bodily function (Sec. 10).
