Highlights:

 

  • Establishes a $43 billion 2-year state budget (Secs. 1-1903).

  • Appropriates $10 million for fiscal years 2018 to the Housing and Essential Needs (HEN) program, which provides housing-related assistance to individuals who are incapacitated and unable to work (Sec. 128).

  • Reduces overall funding for county courts for truancy, at-risk youth, and children in need of a service petition (Sec. 114).

  • Removes funding for the Department of Corrections’ supervision requirements for offenders sentenced to 1 year or less, except for sex or violent offenses (Sec. 220).

  • Appropriates $473.7 million for programs serving extremely vulnerable, disabled, and low-income households, as well as those experiencing long-term homelessness with a physical or mental health disability (Sec. 128).

  • Appropriates $72.8 million to the County Public Health Assistance account, funds of which may not be distributed to counties with safe injection sites (Sec. 709).

  • Appropriates $1.5 billion for FY 2018 and the same amount for FY 2019 for medicaid program and services, but prohibits spending of funds received under a medicaid transformation demonstration waiver unless specifically approved and appropriated by the legislature (Sec. 212).

  • Reduces funding for the Department of Commerce’s local government fiscal note program, which is established to help government make informed decisions by analyzing the financial impact legislation has on counties, cities, and special purpose districts (Sec. 610).

  • Authorizes the Department of Commerce to charge an application fee for reviewing and providing an advisory report on whether a proposed electric generation project or resource qualifies to meet the mandatory conservation target (Sec. 128)

  • Appropriates $2.4 million for the analytical work and increased reporting associated with an expansion of organizations eligible to receive information from the Prescription Monitoring Program (Sec. 1218).

  • Requires the Governor’s Office of Indian Affairs to partner with with the Department of Enterprise Services to recoup the costs of providing training sessions to federal, state, local and tribal government employees through a fee charged to the participants of each session (Sec. 121).

  • Increases overall funds for classroom space in public school facilities for K-6 and awards state grants to school districts for the construction and acquisition of K-3 classrooms (Secs. 501-502)

  • Revises salary allocation model for teachers to a grid that’s based on years' experience, education level, and professional certification, with an additional salary bump at 10 years of experience (Secs. 501-502).
