• Repeals the prevailing wage provision, which required employees of public works projects to be paid more than the standard minimum wage (Sec. A).

• Defines public works projects as all fixed works constructed for public use or benefit or paid for wholly or in part out of public funds (Sec. A).

• Requires enforcement of these changes by the Department of Labor and Industrial Relations through the Division of Labor Standards (Sec. A).

• Specifies that this change also applies to any work done directly by a public utility company under the order of the public service commision or other authority, whether or not it is done under public supervisions or paid for out of public funds (Sec. A).

• Specifies that this change does not apply to work done for or by any drainage or levee district (Sec. A).
