Vote to pass a bill that prohibits members of the Environmental Protection Agency's Science Advisory Board from holding or applying for EPA grants.

Highlights:
  • Prohibits the appointment of any lobbyist to the Science Advisory Board (Sec. 2).
  • Prohibits any Science Advisory Board member from holding a grant or contract from the EPA, and specifies that no such member may apply for a grant or contract from the EPA for three years after the end of their service on the Board (Sec. 2).
  • Requires any Science Advisory Board nominee to file a report of financial relationships and interests for the 3-year period before their nomination, including, but not limited to (Sec. 2):
    • EPA grants;
    • EPA contracts; and
    • EPA cooperation agreements.
  • Requires any Science Advisory Board nominee to file a report of any relevant professional activities and public statements for the 5-year period before his nomination (Sec. 2).
  • Requires the Administrator of the EPA to make the list of Science Advisory Board nominees public and accept public comments on the nominees (Sec. 2).
  • Requires the Administrator of the EPA to make all reports for Science Advisory Board nominees public upon selection, excepting any specific dollar amounts included in such reports (Sec. 2).
  • Requires the EPA to make all conflict of interest waivers granted to Science Advisory Board members, member committees, and investigative panels available to the public, except when prohibited by law (Sec. 2).
  • Requires the Administrator to make public any recusal agreement made by a Science Advisory Board member, member committee, or investigative panel, or any recusal known to the EPA that occurs during a Board meeting or any other advisory work (Sec. 2).
  • Specifies that the Administrator and the Science Advisory Board will encourage public comments on all publicly available reports and scientific information, and will include written responses to significant comments in any reports made public (Sec. 2).
  • Specifies that terms for Science Advisory Board members will be limited to 3 years, and no member may serve more than 2 terms in 10 years (Sec. 2).
