Vote to concur with House amendments and pass a bill which establishes a three-tiered system for distributing federal family planning funds within the state.

Highlights:

• Prohibits state funds from being used to pay for abortions (Sec. 2).

• Requires federal family planning funds to be distributed to eligible individuals, organizations, and entities in the following order of priority (Sec. 2):
• Highest priority to public agencies that provide family planning services;
• Second-highest priority to nonpublic entities that directly provide public health services, including family planning services; and
• Lowest priority to nonpublic entities that only provide family planning services.
