Title: Requires Identification to Vote

Vote Smart's Synopsis:

Vote to pass with amendment a bill which requires individuals to present identification in order to vote.

Highlights:

  • Requires voters to provide one of the following forms of identification before receiving and casting a ballot (Sec. 19):

    • An Iowa driver’s license;

    • An Iowa non-operator's identification card;

    • A United States passport; or

    • A United States military or veterans identification card.

  • Requires a person registered to vote but unable to present an accepted form of identification to present any of the following before receiving and casting a ballot (Sec. 19):

    • A current voter registration card that contains voter identification number; or

    • Other forms of identification sufficient to establish identity and forms of residence.

  • Repeals straight party voting for general elections (Sec. 37).

  • Authorizes a registered voter or prospective voter who is unable to establish identity to be permitted to cast a provisional ballot (Sec. 19, 20).

  • Authorizes in-person application for absentee ballot at commissioner's office not more than 120 days prior to election (Sec. 6).

  • Requires state registrar to issue voter registration card to each active, registered voter whose name does not appear in Department of Transportation’s driver’s license and identification card files (Sec. 13).
