Highlights:

 

  • Authorizes $1.5 billion for the Army reserve to remain available until September 30, 2021 for the construction, acquisition, expansion, rehabilitation, and conversion of facilities for training and administrative purposes of (Division A, Title I).

  • Appropriates $1 billion for the Navy and Marine Corps for the expense of family housing that will remain available until September 30, 2021 (Division A, Title I).

  • Appropriates $2 billion to the Department of Defense for defense wide spending that will remain available until September 30, 2021 (Division A, Title I).

  • Specifies that none of the funds made available by this act may be used to carry out the closure or realignment of the United States Naval Station, Guantanamo Bay, Cuba (Division A, Title I, Sec. 130).

  • Appropriates $44 billion to the Department of Veterans Affairs for medical supplies, equipment, and expenses which will become available on October 1, 2017 (Division A, Title II).

  • Authorizes the Secretary of Veterans Affairs to dispense prescription drugs from Veterans Health Administration facilities to enrolled veterans with privately written prescriptions (Division A, Title II).

  • Appropriates $70 million to the Department of Defense made available through September 30, 2019 for the maintenance, operation, and improvement of Arlington National Cemetery (Division A, Title III).

  • Prohibits any appropriation contained in this act from remaining available for spending on any program, project, or activity beyond the current fiscal year, unless expressly defined (Division A, Title V, Sec. 501).

  • Appropriates $394 million to remain available to the Center for Disease Control (CDC) through September 30, 2017 to prevent, prepare for, and respond to Zika Virus and related health complications (Division B, Title I).
