Specifies that the Secretary shall submit to the appropriate committees of Congress a report over the following, including, but not limited to (Division A, Title II, Sec. 247):

A list of whistleblower complaints filed during the year covered by the report;

The number of such complaints filed;

The disposition of such complaints; and

The ways in which the secretary addressed such complaints.

Appropriates $70 million to the Department of Defense made available through September 30, 2019 for the maintenance, operation, and improvement of Arlington National Cemetery (Division A, Title III).

Prohibits any appropriation contained in this act from remaining available for spending on any program, project, or activity beyond the current fiscal year, unless expressly defined (Division A, Title V, Sec. 501).

Appropriates $394 million to remain available to the Center for Disease Control (CDC) through September 30, 2017 to prevent, prepare for, and respond to Zika Virus and related health complications (Division B, Title I).
