Vote to pass a bill that requires the legislature to review certain state agencies for repeal or renewal every other legislative session.

Highlights:
  • Requires that the following state agencies be reviewed by standing committees of the legislature during each even-numbered General Assembly (Sec. 1):
    • The Office of Budget and Management;
    • The Department of Administrative Services;
    • The Department of Agriculture;
    • The Department of Health;
    • The Department of Public Safety;
    • The Department of Developmental Disabilities;
    • The Development Services Agency;
    • The Department of Rehabilitation and Correction;
    • The Department of Aging;
    • The Department of Medicaid;
    • The Office of the Adjutant General; and
    • The Department of Higher Education.
  • Requires that the following state agencies be reviewed by standing committees of the legislature during each odd-numbered General Assembly (Sec. 2):
    • The Department of Commerce;
    • The Department of Transportation;
    • The Department of Natural Resources;
    • The Department of Job and Family Services;
    • The Department of Mental Health and Addiction Services;
    • The Department of Insurance;
    • The Department of Youth Services;
    • The Environmental Protection Agency;
    • The Department of Veterans Services;
    • The Office of Health Transformation;
    • The Public Utilities Commission;
    • The Department of Taxation; and
    • The Bureau of Workers’ Compensation.
  • Specifies that if a state agency scheduled for review is not renewed by passage of law it shall cease operation by December 31st of the second year of the subsequent legislative session (Sec. 1).
  • Requires each state agency under review to demonstrate information including, but not limited to, the following (Sec. 1):
    • Whether the agency serves the public interest;
    • Whether rules developed by the agency are consistent with those of similar agencies in other states;
    • The amount of regulation exercised by the agency compared to similar agencies in other states; and
    • Whether the programs and regulations of the agency overlap with those of other state agencies.
