Vote to pass a bill that establishes a state lottery and appropriates lottery proceeds to Medicaid.
Highlights:
Establishes the Alabama Lottery (Sec. 1).
Establishes the Alabama State Lottery Commission comprised of the following 7 members, contingent on Senate approval (Sec. 1):
3 members with 4-year terms, appointed by the Governor;
1 member with a 4-year term, appointed by the President Pro Tempore of the Senate;
1 member with a 3-year term, appointed by the Speaker of the House of Representatives;
1 member with a 3-year term, appointed by the Lieutenant Governor; and
1 member with a 2-year term, appointed by the Commissioner of Agriculture and Industries.
Requires a member of the commission to be a resident of Alabama, a citizen of the United States, and a prominent individual in his or her profession (Sec. 1).
Prohibits a member of the commission from having been a convicted felon, an officer of a political party, or an elected official (Sec. 1).
Requires the state to distribute the first $100 million in lottery proceeds after expenses to Medicaid (Sec. 1).
Prohibits the state from using lottery proceeds to supplant Education Trust Fund appropriations or other funding sources (Sec. 1).
Prohibits the state from using lottery proceeds to pay for advertisement and promotion of the Alabama Lottery (Sec. 1).
