Vote to pass a bill that establishes a state lottery and appropriates lottery proceeds to Medicaid.

Highlights:

• Establishes the Alabama Lottery (Sec. 1).

• Establishes the Alabama State Lottery Commission comprised of the following 7 members, contingent on Senate approval (Sec. 1):
• 3 members with 4-year terms, appointed by the Governor;
• 1 member with a 4-year term, appointed by the President Pro Tempore of the Senate;
• 1 member with a 3-year term, appointed by the Speaker of the House of Representatives;
• 1 member with a 3-year term, appointed by the Lieutenant Governor; and
• 1 member with a 2-year term, appointed by the Commissioner of Agriculture and Industries.

• Requires a member of the commission to be a resident of Alabama, a citizen of the United States, and a prominent individual in his or her profession (Sec. 1).

• Prohibits a member of the commission from having been a convicted felon, an officer of a political party, or an elected official (Sec. 1).

• Requires the state to distribute the first $100 million in lottery proceeds after expenses to Medicaid (Sec. 1).

• Prohibits the state from using lottery proceeds to supplant Education Trust Fund appropriations or other funding sources (Sec. 1).

• Prohibits the state from using lottery proceeds to pay for advertisement and promotion of the Alabama Lottery (Sec. 1).
