Authorizes the head of an agency to determine any website that presents a current or future security weakness to the information technology systems (Title I, Sec. 101).

Prohibits any individual employed by an agency from establishing, operating, maintaining, or otherwise permitting the use of information technology that is not certified by the appropriate federal entity responsible for information security (Title I, Sec. 101).

Specifies that the Director of the Office of Management and Budget shall issue guidelines that prohibit the access of pornographic or other explicit web sites from a federal computer (Title II, Sec. 201).
