Vote to pass a bill that repeals a 2010 law that prohibits electronics in landfills and creates a recycling program.

Highlights:
  • Prohibits an agency from adopting a permanent rule that would have a projected cost of $100 million or more during any 5-year period (Sec. 1.).
  • Requires the adoption of of any proposed rule that has a projected cost of $10 million or more to comply with the following (Sec. 1):

    • If the agency is a unit of government, a certification that the adoption of the rule must be approved by at least 60% of those voting on the rule;

    • For an agency headed by a member of the Council of State, the adoption of the rule must be accompanied by a certification signed by the member of the Council of State indicating his or her support of the rule; and

    • For all other agencies, the adoption of the rule must be accompanied by a certification signed by the Governor indicating his or her support of the rule.

  • Requires that when a holder of a distillery permit sells spirituous liquor for delivery outside the State, the retail price of the spirituous liquor shall be the distiller’s price (Sec. 2).

  • Repeals recycling requirements for discarded computer equipment and televisions (Sec. 4).
