Title: Requires Lottery Commission to Report Winner Information to Social Services

Vote to pass a bill that requires the North Carolina Education Lottery to report the names of lottery winners and the amounts of money won to the Division of Social Services.

Highlights:

  • Requires the North Carolina Lottery Commission to report to the Division of Social Services of the Department of Health and Human Services the name of each individual who claims a cash prize of at least $2,250 (Sec. 1). 
  • Requires the Department to cross-check the information of cash lottery prize winners with food benefits applicants and recipients monthly (Sec. 1). 
  • Requires the Department to conduct further review of an individual who has not reported cash lottery winnings of at least $2,250 to determine possible fraudulent misrepresentation (Sec. 1).
  • Authorizes the Department to suspend food and nutrition benefits from an individual who does not comply with work requirements as follows (Sec. 3):
    • A 3 month disqualification period for a first offense;
    • A 6 month disqualification period for a second offense; and
    • A permanent disqualification of benefits for a third offense. 
  • Requires the Department to report to the Joint Legislative Oversight Committee on Health and Human Services the number of times that the reporting of lottery winnings results in the termination of food and nutrition benefits (Sec. 5).
