Highlights:

• Appropriates a maximum of $800 million for the construction of the following prison facilities (Sec. 4):
• 1 or more prisons to house female inmates and replace the Julia Tutwiler Prison for Women; and
• 1 or more prisons to house at least 3,500 inmates with a construction project cost of at least $100 million.

• Requires the Department of Corrections and the Division of Construction Management to provide a cost analysis report to the Legislature between the first and the twelfth day of each legislative session before any bonds are issued (Sec. 3).
