Highlights:

• Requires the state to provide child care benefits for any child who is eligible, based on criteria established by the Department of Health Services regarding income eligibility and work or school activity requirements (Sec. 5).

• Repeals the authorization of the Department of Health Services to taking actions during the fiscal year to ensure that child care benefits paid do not exceed the amount appropriated, including, but not limited to, the following actions (Sec. 5):
• Reducing income eligibility ceilings;
• Increasing parent co-payments; and
• Establishing waiting lists.
